This is a German WWII stick pin. These items were issued to military, civilian and political individuals for various reasons.
In the case of military personnel, a stickpin was given along with a full size award. The soldier could wear the stick pin
instead of having to sport the
full size badge.

This badge was instituted to recognize naval personnel (merchant marines) who manage
to break the blockade established by British forces.
The badge was designed by Otto Placzek of Berlin. It was introduced by Hitler on April
1st 1941. The first recipient of this award was Hugo Olendorff.
The design of the badge consisted of a circular shape formed by chain links. Inside the
circle is a merchant ship parting the water. An eagle in flight is placed in the front
of the ship. The wings of the eagle are swept back and it is clutching a swastika.
The ship displays the anchor and multiple port holes.

The back of the stickpin does not have any manufacturer markings. The
pin
is attached directly to the upper section of the back. Notice the bubbling in the material, this
is a sign of aging.
The recommendation for the award came from the Reich Commission for sea travel in the
case of the merchant navy. In the case of the regular navy the award was recommended
by senior officers.
